Welcome To TeQ Shield. 

Welcome to your Contractor Orientation Training for United Safety remote confined space monitoring system, TeQ Shield. 

In this course, you will learn more about our TeQ shield system, how to use it and best practices whilst using the system. 

**IMPORTANT**

For your own Safety please pay close attention during this orientation, there will be a short test at the end of this training.

TeQ Shield Introduction

United Safety Ltd - TeQ Shield System

Has been used in Northern America and Canada since 2015 

The technology was developed in Europe and has been used on turnarounds for approximately 10 years

Sites, where the system has been deployed, include Sask Power, Syncrude Mildred Lake, Suncor Oil Sands, NOVA Chemicals, Shell (Singapore, Seattle, Qatar, Netherlands), CNRL.

Our system meets and exceeds OH&S regulations

Combines video monitoring, access control, push-to-talk communications and continuous gas detection

The system has its own integrated backup power, that allows monitoring to continue safely if turnaround power fails TeQ Shield technicians complete in-depth training that includes practical scenario-based exercises, monitoring skills tests, installation testing and a written pass / fail exam 

The Equipment

Access control

Allows authorized individuals to gain access to a confined space with their site badge. When the badge is scanned a clear red/green light notifies the worker if access has been granted. The access control component allows for both an accurate count of who is present in the space, and also doubles as an emergency lighting and evacuation system.

Communication

Two-way communication is installed outside and inside the confined space to keep personnel inconstant contact with the command center. It can be used for access control questions or to correct safety practices remotely. When connected to the internet, the communication system allows users inside vessels to speak with personnel offsite as well. This facilitates communication with managers, subject matter experts or safety personnel, improving safety at the worksite.

Video surveillance and monitoring

Cameras allow for clear visibility in a wide array of work and environmental conditions. All video is recorded along with the gas detection logs, with time stamping and book marking for training, investigations, and liability control.

Hazardous Gas detection and monitoring 

Real-time gas detection monitors the work zone for hazordous gases. 

How does it work?

How does the system work? 

Located in the command center, the TEQ Shield technicians act as the confined space monitor (tending worker) 

1 monitoring station will be manned by 2 technicians, one monitoring and one roving

They rotate a maximum of every 2 hours

1 monitoring station will manage a maximum of 12 confined spaces or 24 camera views

The TeQ Shield rover will be in the unit / plant ensuring optimal system performance

Technician can make and receive calls using the intercom system

People count automatically updates as you ‘badge in’ and ‘badge out’ of manways

Technicians can instantly review footage to ensure safe work practices are being adhered to 

Continuous gas readings are displayed at the monitoring station

Technician will evacuate confined spaces using the audible and visual alarm on the intercom unit inside the confined space

Using The Equipment

To enter a confined space, where TeQ Shield is in use, you present your card on the ‘badge in’ side of the badge unit (every manway will have a badge unit). The light turning from red to green means its safe to enter and you have been added to people count

When you exist the confined space you present your card on the ‘badge out’ side of the badge unit. The light turning from red to green means you have been removed from people count

To speak to the technician you press the call button on either the badge unit (outside the manway) or on the intercom unit (inside the confined space)

The internal intercom unit has an audible and visual alarm that flashed red and ‘whoops’ at 95dB. If you hear the alarm, safely and calmly leave the confined space, not forgetting to ‘badge out’ when you exit

The role of the confined space monitor / tending worker is to monitor the safety of the person(s) working inside the confined space and to take action if an emergency arises. As defined by OH&S the tending worker must

a) keep track at all times of the number of workers inside the confined space 

b) be in constant communication with the workers inside the confined space 

c) have a suitable system for summoning assistance 

d) not leave the area until all workers have left the confined space or another tending worker is in place.

Note: A worker is considered to have “entered” a confined space when the worker’s breathing zone crosses the plane of the confined space access.

Using The Equipment

This video shows you how to badge in before making entry into a confined space, and how to badge out once you exit. Please note that when making entry you only need to badge once on the left hand side of the equipment "Badge in"

This is how you can have two way communication with a TeQ shield technician at any time. 

In the event of loss of power or in an emergency our system has a light that will guide you towards the exit of the manway.

TeQ Shield FAQ

What if I forget to “badge in / out”?

The TeQ Shield technicians are trained to immediately activate the intercom system on the badge unit if it looks like someone's about to forget to ‘badge in’ or ‘badge out’. The internal intercom will also be used to get hold of the individual. The TeQ Shield rover will also be deployed to support the situation if required. If these methods are unsuccessful a radio call will be made to the contractor’s leadership to get hold of the individual. 

With the additional responsibility, how do I know that the TeQ Shield technician is alert and engaged?

United Safety deploys a 3 person team with each system, a shift lead, rover and a technician. The technician is at the monitoring station for a maximum of 2 hours and then rotates positions with the rover. Systems checks are performed every time the rover and technician rotate positions. United Safety has also limited the technicians to a maximum of 24 cameras or 12 manways.  [if ppt]• 

Do I have to badge in and out of the same manway?

No - TeQ Shield provides the ability to maintain an accurate head count, within confined spaces, even if a worker exits a different manway to the one they entered. 

How do I speak to the TeQ Shield technician?

Any confined space entrant has the ability to communicate with the command center via the intercom system. There is an intercom (on the badge unit) located at each manway and inside (intercom unit) each confined space. Simply press the communication button once to call the technician.

What happens if the system loses power?

At the command center the technician receives an audible and visual alarm, and the system has UPS back up power. The equipment in the unit has its own back up batteries, that provide a minimum of 1 hour back up power. If the power issue cannot be easily rectified, the CSE will be evacuated and work will cease [if ppt]• 

Why are there cameras watching me?

The camera on the outside of the confined space provides greater visibility to the conditions outside of the confined space. The camera on the inside provides better visibility status of the confined space entrant. The cameras are not used to monitor productivity.

How can the technician simultaneously monitor 12 different confined spaces?

The technicians scan the screens for signs of distress or that somebody needs help, they do not need to see all work activity. To meet OH&S regulations they do have to be able to communicate with the workers inside (full duplex communications system), maintain an accurate head count (done automatically), have a means of summoning emergency support (radio) and they cannot leave there location (work 24/7) 

What happens if the systems stops working or there are technical issues?

The safety of the confined space entrants always comes first. If it ever becomes unsafe for them to be inside the technicians will evacuate the confined space until it is safe for the work to continue

TeQ Shield

Alarming Drager gas detection unit

If you see or hear the unit alarming – do not panic – please call the TEQ Shield technician. The TEQ Shield rover will deploy to investigate. The alarm could be a misalignment, the filter might need changing, the gas tube could be twisted etc. If the alarm is due to gas levels the TEQ Shield technician will take required action. 

Non TEQ Shield entries

 If you work in another unit doing CSE where TEQ Shield is not deployed then the standard CSE rules apply. 

TEQ Shield equipment moves

 If the equipment is in your way please call us (using the intercom system) and the rover will move the equipment. Unauthorized movement of equipment is viewed as tampering with safety critical equipment 

If you hear the TEQ Shield alarm inside the confined space

Calmly and safely stop what you are doing and egress from the confined space. On exiting, if you hear the plant wide or unit alarm muster as per site ERP
